Abbie Norman is the heartless leader of Snowtop Girls Troop 34098. She prefers to not follow by the rules unless the police can get involved, and forces her troop to do the same.
In Something Something Something Fireside, she along with the rest of the Snowtop Girls competed in Jeffburg, and cheated their way through the competition, but when faced against a motivated Fireside Girls troop, she saw that ordinary cheating wasn't enough, so she resorted to her plan D. She chose D because

Her plan D was to use Miniaturized versions of Doofenshmirtz'es -inators to boost her capabilities. Her father was college roommates with Heinz Doofenshmirtz, so that is how she knows him.
